No, he's not. He had enough difficulty in the bunker after the Swear-In, but space is even tighter there.

I know it's quite a lot to ask of anyone, but if you just make certain he doesn't do anything.. particularly rash, I'd be in your debt.

We did consider it as a practicality, briefly. Alas I'd rather not bank on the Porter bringing us back in a safe location.
